Photo: LagoonAn old picture from an early 1970s Lagoon brochure. You can see the old features such as the Statue Of Liberty and the Washington Monument (in the background). The sign on the bottom of the Statue Of Liberty says "New York" and has a picture of the state on it. This leads me to believe that each hole represented a different state or part of the country.
